The Fruits of Governance in Governor Umo Eno’s ARISE Agenda

By Sixtus Patrick Etukudo

A governing philosophy becomes history only when its outcomes speak louder than its promises. In Akwa Ibom State today, the ARISE Agenda has moved from blueprint to lived reality; reshaping infrastructure, governance, and opportunity. Governor Umo Bassey Eno’s leadership, guided by a multi-sector vision of transformation, has laid the groundwork for a legacy defined by purposeful development, measurable results, and renewed civic confidence. In a political era often marred by noise without substance, his administration offers something rare: delivery, not drama.

A well-known proverb says that a tree is known by its fruit and a people by their progress. Beyond partisan commentary amplified by restless opposition platforms and their eager media agents; the general verdict across communities, institutions, and demographics is clear: Governor Umo Eno has redirected the resources of the State where they matter most. His governance is disciplined, structured, and anchored on priorities that reflect the needs, hopes, and long-ignored demands of the people.

Within just two years, the ARISE Agenda; representing Agriculture & Agro-industry, Rural Development, Infrastructure & Investment, Social Services & Security, Education & Empowerment; has become more than a political slogan. It has become a framework of action, a testament of stewardship, and a promise that is already fulfilling itself. The results are not abstract economic figures; they are seen in farms, classrooms, hospitals, roads, recreational facilities, social programs, and the renewed confidence of everyday citizens.

As the 2027 election season approaches, the first term performance does not merely suggest continuity; it demands it. What we witness is not a governor pleading for another mandate; rather, it is the Akwa Ibom people preparing to retain a leader who has proven capable, visionary, and responsive. The transformation underway requires consolidation, not interruption.

Reflecting on key sectors of impact under the ARISE Agenda will suffice:

1. Agriculture & Agro-Industry: From Survival to Prosperity

Governor Eno has repositioned agriculture from subsistence survival to structured agro-economics. Through partnerships with corporate bodies such as Sterling Petrochemical and Fertiliser Ltd, the State has introduced model farms and modernised production chains. With over 30,000 direct jobs created and about 800,000 beneficiaries statewide, the agriculture sector is becoming a full economic ecosystem. Rural farmers now see processing hubs instead of abandoned policies; youths see opportunity instead of migration; women see dignity instead of marginalization. The political harvest is obvious: gratitude and loyalty to the government that made it possible.

2. Rural Development & Social Services: Government With a Human Heart

The rebuilding of primary health centres, compassionate homes, and upgraded public schools has altered the social landscape. Communities, once characterised by neglect, now pride themselves on modern health and education infrastructure. Pensioners who long waited for justice are receiving overdue entitlements. Civil servants, teachers, and healthcare workers now speak of reform, not frustration.

Performance has replaced campaign poetry. That alone is political strength.

3. Infrastructure & Investment: Building the Skeleton of Tomorrow

Roads are more than cement and asphalt; they are connectors of trade, mobility, and dignity. Today, the State’s road network—from Uyo to Abak, Uyo to Oron, Uyo to Nsit Atai, and across numerous local governments; has become a visible symbol of inclusive development.

Alongside road infrastructure, Governor Eno strengthened the aviation sector through investments in Ibom Air, expanded hospitality prospects through tourism projects, and revived investor confidence. Business owners, labour stakeholders, and diaspora partners now see Akwa Ibom not just as peaceful but as investible.

When infrastructure speaks, the electorates respond with gratitude.

4. Security, Governance & Data Systems: Stability as a Development Tool

Security is the silent oxygen of development, and Governor Eno treats it as such. With innovations such as Ibom Community Watch, the creation of the Ministry of Internal Security, and enhanced collaboration with national security agencies, the administration has sustained peace as a strategic asset.

Alongside this, digital reforms, including technology-based recruitment and procurement processes, have improved transparency and reduced political guesswork. When governance becomes measurable, trust grows. And trust, in politics, is the currency of mandate renewal.

5. Education, Youth Empowerment & Shared Destiny: A People Rising Together

Governor Eno’s empowerment philosophy; training before funding, has created a disciplined, result-driven empowerment system. Thousands have already benefited through IBOM-LED, ARISE empowerment schemes, and during the Town Square meetings and empowerment interventions.

More importantly, the psychological barrier separating “government” from “the governed” is fading. Young people now sense inclusion. Communities now feel seen. The narrative is no longer us versus them, but one people, one destiny.

That emotional shift is more powerful than any manifesto.

As the 2027 general election approaches, Governor Umo Eno stands not as a mere contender but as an incumbent with a body of evidence. His coalition is not built on political brokerage; it is built on impact. Farmers, entrepreneurs, pensioners, students, rural dwellers, civil servants, artisans, clergy, and traditional rulers all share a stake in the continuity of his visionary administration.

His second term promises deeper institutionalisation, broader implementation, stronger inter-sectoral collaboration, and the anchoring of a legacy that will outlive its architect.

At the end of his second term, based on the present trajectory; Akwa Ibom’s story will be one of evolution: not just of infrastructure or economy, but of mindset. A transformation from dependency to participation, from political fatigue to civic pride.

And history will record that under the ARISE Agenda, Akwa Ibom did not merely grow; it rose.
