Humanitarian Affairs Ministry, Clement Isong Foundation Explore Partnership on Disaster Management, Service Delivery

The Akwa Ibom State Government through the Ministry of Humanitarian Affairs has reaffirmed its commitment to strategic partnerships aimed at enhancing service delivery and improving the welfare of citizens across the state.

The Commissioner for Humanitarian Affairs, Princess Emem Ibanga, made this known when she received a delegation from the Clement Isong Foundation (CIF) led by its Executive Director, Mr. Elkanah Oluyori, on a courtesy visit at the ministry’s conference room on Thursday, June 18, 2026.

Speaking during the meeting, Princess Ibanga commended the Foundation for its impactful interventions and contributions towards complementing government efforts in addressing societal challenges.

She noted that government alone cannot meet all the needs of the people, stressing that meaningful partnerships are essential in creating sustainable impact.

The Commissioner emphasized that the ministry remains open to collaborations that will benefit the people of Akwa Ibom State, adding that Governor Umo Eno’s administration operates an inclusive government where all stakeholders are given opportunities to contribute to development.

She expressed delight over the Foundation’s visit and observed that its programmes align with the Governor’s ARISE Agenda. Princess Ibanga further appreciated the Foundation for identifying with the ministry and assured the delegation of continued engagements to explore areas of mutual interest and collaboration.

Earlier, the Executive Director of the Clement Isong Foundation, Mr. Elkanah Oluyori, explained that the organisation’s interventions are designed to complement government efforts by identifying service delivery gaps and providing practical solutions rather than criticism.

He disclosed that the Foundation works with development partners and donors to implement programmes that address critical societal needs.

Mr. Oluyori highlighted a disaster management framework developed by the Foundation to assess chains of responsibility and strengthen response mechanisms to emergencies such as floods and fire outbreaks. According to him, the framework also examines the roles of key stakeholders involved in disaster management and seeks to improve the speed and effectiveness of emergency response.

He expressed the Foundation’s willingness to collaborate with the disaster management structures already established by the State Government, particularly in supporting efforts geared towards mitigating the impact of disasters on vulnerable communities.

Also speaking, the Youth-led Chairman of the Disaster Risk Management Emergency Response Committee, Mrs. Margaret Jameson, stated that the committee was established to foster collaboration among relevant agencies and support government initiatives in disaster management.

She noted that while the State Government already has a five-member committee chaired by the Deputy Governor, Senator Akon Eyakenyi, the Foundation seeks to contribute innovative ideas through its framework to strengthen existing policies and interventions.

In her remarks, the Special Assistant to the Governor on Entrepreneurial Development, Mrs. Meflyn Anwana, commended the Foundation for its contributions to community development.

While highlighting Governor Umo Eno’s achievements in the entrepreneurial and humanitarian sectors, she identified additional areas of partnership beyond disaster management, including sustainable livelihood programmes for vulnerable persons through initiatives such as the ARISE Care and Share Programme, which aligns with the core mandate of the Ministry.

The meeting featured discussions on possible areas of collaboration aimed at strengthening humanitarian interventions, disaster preparedness and sustainable support systems for vulnerable populations across the State.

Also in attendance were the Permanent Secretary, Mrs. Eno Akpan; Director of Administration, Mr. Edwin James; Head of Humanitarian Services, Mrs. Unyime Udofia; Head of Planning, Research and Statistics, Mr. Aniekan Akpan; Project Manager, CIF, Dr. Caroline Gordian, Engr. Enobong Ekanem, Secretary, and other officials.
