COMMUNIQUÉ ISSUED AT THE END OF THE MEETING OF THE PROGRESSIVE GOVERNORS FORUM (PGF) HELD AT EKO SIGNATURE, LAGOS STATE, ON SUNDAY, 22ND MARCH 2026

The Progressive Governors Forum (PGF) held its Meeting today, Sunday, 22nd March 2026, at Eko Signature, Lagos State, to deliberate on development of the nation, the obligations of state leadership, and the duty of progressive governors to translate national reforms into visible improvements in the lives of Nigerians. The meeting reaffirmed the Forum’s commitment to principled governance, democratic stability, and the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR.

Prior to the meeting, the Forum paid a visit to Mr. President at his residence, where critical issues of national development were discussed. The major thrust of the engagement centred on His Excellency’s steadfast commitment to addressing the security situation in the country, alongside the broader imperatives of economic renewal, social welfare, infrastructure, food systems, and deepening cooperative federalism. The Forum noted that the President’s recent visit to the United Kingdom also formed part of this wider security and development diplomacy, and welcomed his assurance that he would continue strategic engagement with other countries to strengthen joint collaboration in tackling security challenges and advancing other development-related priorities. The Forum appreciated Mr. President’s openness, clarity of purpose, and commitment to building a stronger Federation.

In attendance were Governors of the All Progressives Congress (APC). Forum also met with the National Leadership of the Party to discuss very important party matters.

The meeting served as a platform for policy alignment, institutional reflection, and renewed solidarity around the ideals of progressive

governance, which place the human person at the centre of public policy and understand government not merely as an instrument of power, but as a trust for justice, order, and shared prosperity.

1. National Direction and the Burden of Leadership

The Forum undertook a review of the national political, economic, and security environment. Members noted that moments of reform are often difficult because they ask a nation to move beyond old comforts into a more durable future. The PGF therefore reaffirmed that responsible leadership must be judged not only by its response to present pressures, but also by its courage to lay the foundations of long-term stability, productivity, and inclusion.

2. Federal-State Partnership for National Renewal

The Forum emphasized that Nigeria’s progress will be accelerated when the Federal and State Governments work in disciplined partnership, guided by constitutional responsibility and a shared development vision. In this regard, the governors reaffirmed their support for stronger policy coordination in infrastructure, agriculture, energy, transportation, healthcare, education, and social investment. They resolved to continue aligning state-level initiatives with national priorities while preserving the autonomy of states as laboratories of innovation and delivery.

3. Economy, Inclusion and Grassroots Impact

The Forum acknowledged the necessity of ongoing economic reforms and stressed that the ultimate measure of reform is the condition of the ordinary citizen. Members agreed that macroeconomic correction must steadily mature into lower hardship, wider opportunity, job creation, food affordability, enterprise growth, and improved quality of life. The Forum further observed that the current conflict in the Gulf could heighten inflationary pressures through disruptions in global energy and supply chains, with direct implications for household welfare and production costs.

The PGF therefore resolved to deepen collaboration in food production, MSME support, youth enterprise, and targeted social interventions. Members further agreed that states would expand palliative measures and other support programmes for vulnerable citizens in order to cushion the likely effects of inflation while ensuring that economic adjustment is accompanied by social justice and practical hope.

4. Security, Social Order and Peacebuilding

The governors reiterated that security remains the first condition of development. The Forum commended Mr. President’s resolve to confront insecurity through stronger national coordination, international collaboration, and institutional reform, and welcomed his commitment to deepen engagement with friendly countries in pursuit of joint solutions to security and other development-related matters. The Forum called for sustained investment in intelligence, coordination, technology, border vigilance, and community-based early warning systems. Members also emphasized that enduring peace requires not only force of law, but also trust in institutions, opportunity for young people, and a social ethic that rejects violence as a means of grievance.

5. Party Cohesion and Democratic Responsibility

The Forum reaffirmed its loyalty to the APC as the leading vehicle for progressive politics in Nigeria and pledged continued support for the Party’s unity, discipline, and institutional growth.
The Forum also commended the All Progressives Congress (APC) for the peaceful and orderly conduct of its congresses at the Ward, Local Government, and State levels across the country. Members noted that the successful completion of these exercises reflects the growing institutional maturity of the Party, the commitment of its leadership and stakeholders to internal democracy, and the discipline of party faithful in conducting themselves with restraint, civility, and respect for due process.
The governors stressed that political success must never become an excuse for complacency; rather, it imposes a higher obligation to govern with humility, competence, and measurable results. The Forum called on all party leaders and stakeholders to remain committed to internal cohesion, citizen engagement, and service to the national interest.

6. Outlook

The PGF remains convinced that Nigeria’s future will be secured not by cynicism, but by courage; not by division, but by shared purpose; and not by rhetoric alone, but by disciplined action. The Forum therefore calls on Nigerians to keep faith with the democratic process and to continue supporting sincere efforts aimed at building a safer, fairer, and more prosperous nation.
